LIFE Nepal, in collaboration with UNICEF Janakpur field office, is currently executing the program titled “Enhancing Social Protection Systems and Child-Friendly Governance in Madhesh Province.” This initiative aims to bolster social protection mechanisms by formulating policies such as the Model Social Protection Policy and integrating indicators for Child-Friendly Local Governance (CFLG). It entails providing technical assistance to local governments for the development of Social Protection Guidelines, capacity-building through training sessions for stakeholders, and resource persons. Moreover, the program facilitates policy dialogues, advocacy, and lobbying activities in conjunction with provincial and local government bodies and relevant stakeholders to ensure effective implementation and tangible enhancements. Aligned with the provincial government’s flagship initiative “Beti Padhau Beti Bachau-BPBB” and contributing to the EU/UN joint collaboration project “Empowered Women, Prosperous Nepal- EWPN,” this program underscores a commitment to societal progress and gender empowerment.

Program Manager -1 (full time based in Janakpurdham)
Required skills and competencies
  • Take responsibility for leading overall management “Strengthening Social Protection System and Child-Friendly Governance in Madhesh Province” project.
  • Provide strategic and technical leadership for the smooth planning, coordination, and implementation of all activities related to project activities within the organization. Leading the development and execution of strategies to strengthen social protection systems, including technical support to policy formulation, advocacy, and capacity-building initiatives.
  • Managing a team of professionals and ensuring effective delegation of tasks, monitoring progress, and providing support as needed.
  • Manage changes to the project scope, project schedule and project costs using appropriate verification techniques
  • Monitoring the impact and outcomes of the project, conducting regular assessments, and making recommendations for improvements based on findings.Ensure compliance with UNICEF, preparing project timelines, work plans and budgetary constraints, and preparing timely reports for submission to stakeholders.
  • Data analysis and developing weekly, monthly, and quarterly reports, and fact sheets with success stories for better profiling of the project.
  • Identifying potential risks, developing mitigation strategies and effective risk management in place.
  • Prepare the quality report to share with different stakeholders as per the requirements. 
  • Adhere to organization and funding agency policies, including Child Protection, HR, Financial, and Gender Equality and Social Inclusion (GESI) policies.
  • Comply with organization rules and regulations and maintain communication as required.
Qualification and Experiences
  • Having Master’s degree in social science or related field with 2 years’ experience or bachelor degree with minimum of 5 years of experience in the similar area (preferred)
  • Ability to work effectively across diverse teams’ members within the project and organization, as well as building and sustaining positive working relationships with NGOs, private sectors, government, and other stakeholders.
  • Excellent interpersonal, organizational, communication, team building and management, and problem-solving skills.
  • Excellent in oral and written English and Nepali languages and documentation skills.
  • Proven track record of successfully managing projects from inception to completion
  • Strong understanding of project management methodologies and best practices
Social Protection/Governance Officer – 1 (full time- based in project location)

Required skills and competencies

  • Assist in implementing “Strengthening Social Protection Systems and Child-Friendly Governance in Madhesh Province” under the Programme Manager’s supervision.
  • Providing technical support to local governments in Madhesh Province for the formulation of Social Protection Guidelines, strategies, and action plans.
  • Facilitating training workshops for local officials/representatives to empower and enhance their understanding of social protection and governance issues.
  • Organize capacity-building sessions for children, community members, and local officials on child rights, child participation, and CFLG.
  • Collaborating with provincial and local government, as well as relevant stakeholders, to organize policy dialogues, advocacy campaigns, and lobbying for strengthening social policy/ Disability/ CFLG/women empowerment. 
  • Coordinate with consultant/resource person to organize capacity-building training for local-level officials/representatives on local-level planning, public finance for children, and citizen engagement policy and budgeting. 
  • Organize lobby and advocacy meetings with concerned Provincial Government Stakeholders including the committee members of Girls’ Empowerment at the provincial level. 
  • Support for quantitative and Qualitative Assessments/ research of access to services along with areas that need to be focused to capacitate LNOB groups i.e., Mushahar, Dom, and Muslim.
  • Provide monitoring and supervision support to the social mobilizer and guide them to implement community-based activities.
  • Provide technical support to conduct awareness and community engagement activities in the local governments. 
  • Collect the relevant information, data at the local and provincial level and analyze those data and for evidence planning, budgeting, and inform policy decisions. 
  • Capacity building of local governments to strengthen the Grievance Handling mechanism and coordinate with the local level to organize quarterly meetings of the grievance handling committee. 
  • Develop and deliver training programmes for government officials, community leaders, and other stakeholders.
  • Identify vocational training providers, coordinate with them, and liaise them with people from marginalized communities.
  • Enhance local government capacity on shock-responsive social protection.
  • Develop and disseminate communication materials to raise awareness.
  • Document programme impact, successes, challenges, and lessons learned, and produce regular reports.
  • Adhere to organization and funding agency policies, including Child Protection, HR, Financial, and Gender Equality and Social Inclusion (GESI) policies.
  • Comply with organization rules and regulations and maintain communication as required.

Qualification and Experiences

  • Having Master’s degree in social science or related field with 2 years’ experience or bachelor degree with minimum of 5 years of experience in social protection programs (preferred)
  • Additional training or specialization in areas like child protection, social protection, governance, and gender equality.
  • Experience working in Madhesh Province or a similar context, experience with local governance and child rights issues, experience conducting trainings and workshops, and experience conducting research and data analysis.
  • Good communication skills in both English and Nepali. Local Language is most.
  • Ability and willingness to work in team and to work under pressure and in remote/difficult circumstances
