Empowered women prosperous Nepal

Contributing to the Sustainable Development Goals (SDGs), the program has set out seven key outputs. First, selected local governments are adopting and localizing the CFLG framework to institutionalize child participation in decision-making (linked to SDG 16 and SDG 17). Second, public finance systems are being strengthened alongside enhanced citizen engagement to mainstream women’s and children’s agendas in local planning and budgeting (SDG 5, SDG 16). Third, social protection schemes are being reinforced with a particular focus on empowering girls and promoting gender equality (SDG 1, SDG 5, SDG 10). Fourth, children and marginalized groups are gaining improved access to health, nutrition, education, WASH, child protection, and social protection services through targeted skill-based trainings (SDG 3, SDG 4, SDG 6, SDG 10). Fifth, persons with disabilities are being supported to access social protection allowances and related services (SDG 1, SDG 10). Sixth, local governments are establishing and strengthening grievance redress mechanisms to ensure accountability and responsiveness (SDG 16). Lastly, the program is building a social protection system that is inclusive and shock-responsive, capable of addressing vulnerabilities during crises (SDG 1, SDG 10, SDG 13).

a. Child-Friendly Local Governance (CFLG)
94 ward-level child clubs were established across 11 local governments, with 359 participants trained, including 310 children (54% girls). Child consultations (Balbhela) were held in all 10 LGs, engaging 343 children, and final reports were submitted to LGs for integration into planning and budgeting. CFLG committees were formed in municipalities such as Adarshkotwal, Siraha, Pakahamainpur, and Bindabasini, while a provincial CFLG Monitoring Committee was established with nine members from key sectors. Additionally, child club members in Nagarain Municipality received orientation on mental health.

b. Public Finance for Children (PF4C) & Citizen Engagement
611 participants including 140 child club members were oriented on citizen engagement and budgeting, while consultations and mapping were completed for citizen budgets and engagement policies. Orientations on PF4C reached 264 participants across 10 LGs, complemented by coordination with consultants for drafting citizen engagement policies and citizen budgets.

c. Girls’ Empowerment & Social Protection
3,783 girls were enrolled in the Beti Padhau Beti Bachau (BPBB) scheme for FY 2080/81, and awareness campaigns engaged 911 participants (83% female). BPBB guidelines were revised, and the International Day of the Girl Child was celebrated with peer education and community outreach.

d. Inclusion of Marginalized Groups
Community Action Process in 12 LGs with 424 participants (62.3% Dalit), mapping to identify marginalized children for social protection, handover of GESI Comprehensive Action Plans to four LGs, orientations on disability rights for 124 participants across five LGs, and Disability Screening App orientation, although implementation remains pending due to technical issues.

e. Advocacy & Policy Development
Advocacy workshops were held with provincial ministries and stakeholders on disability rights, the formation of a Provincial Disability Coordination Committee was initiated, and EWPN orientation reached 339 LG representatives across 12 LGs

f. Media & Awareness
Hoarding boards and flyers were installed in seven LGs to promote child grants, BPBB, and disability inclusion, while animated videos were developed for community education.
